The Head of BPS Pemalang, Teguh Iman Santoso, emphasized the importance of data accuracy in the distribution of government social policies. He made this statement while speaking at the Comal District Village/Sub-district Coordination Meeting (Rakordeslur) themed "Implementation of DTSEN Validation Transformation: Ensuring the Accuracy of Village Residents' Socioeconomic Data" at the Comal District Hall on Tuesday (April 28, 2026).
This strategic activity aims to promote the transition of national data governance from the Integrated Social Welfare Data (DTKS) to the Single National Socioeconomic Data (DTSEN). In addition to BPS, the forum also featured representatives from the Population and Civil Registration Office (Disdukcapil), the Health Office, the Social and Population and Family Planning Agency (DinsosKBPP), and the Pemalang Regency BPJS Kesehatan (Social Security Agency).
In his presentation, Teguh Iman Santoso explained that the DTSEN (National Population and Family Planning Agency) is the result of integrating various sectoral databases, such as the Regional Register of Residents (Regsosek) and the Regional Population Registration (P3KE), with the National Population Identification Number (NIK) as the primary key. This step was taken to minimize data anomalies and ensure more targeted government assistance.
"The DTSEN will be continuously synchronized with other administrative data, from vehicle taxes at the Samsat (State Vehicle Administration Agency), asset ownership at the National Land Agency (BPN), to digital financial transaction data. This is done to ensure a snapshot of community welfare is closer to the real conditions on the ground," said Teguh.
Furthermore, Teguh dissected the welfare classification structure, or decile system, within the DTSEN. He emphasized that understanding the division of Deciles 1 to 10 is crucial for village governments, given that social assistance interventions are generally focused on communities in Deciles 1 to 4.
He also highlighted the vital role of village operators and the transparent Verification and Validation (Verval) mechanism. According to him, villages have the authority to report changes in residents' status, such as those who have become economically self-sufficient, have moved residence, or have died, through the DTSEN operator at the village level.
"Accurate data is an instrument for realizing social justice. We encourage village governments to be proactive in updating data regularly and transparently, so that no more vulnerable residents are missed out on social protection programs," he added.
Through this cross-sectoral coordination, the Pemalang Regency Statistics Agency (BPS) hopes that the DTSEN implementation in Comal District can set a standard for other regions in realizing sovereign and reliable data governance for more measurable regional development. (alvit)
