The Head of BPS Pemalang Regency attended a coordination meeting hosted by the Pemalang Regency Regional Secretariat regarding the implementation of the validation transformation for the National Integrated Socio-Economic Data (DTSEN) on Thursday (July 16, 2026). Held at The Winner Premiere Hotel, the event aimed to support the national policy on transforming community social data from the Integrated Social Welfare Data (DTKS) system to the DTSEN system. This strategic move was undertaken to ensure the accuracy, validity, and integration of social data down to the village level.
During the event, BPS Pemalang collaborated and coordinated closely with leadership from various technical agencies, including representatives from the Health Office, Social Affairs Office, Population and Civil Registration Office (Dindukcapil), and BPJS Kesehatan (Social Security Agency on Health). The presence of these diverse stakeholders underscored a shared commitment to achieving integrated public service data at the local level.
The coordination meeting was attended by strategic stakeholders involved in public service delivery, including District Heads (Camat), hospital directors, and heads of Community Health Centers (Puskesmas) from across Pemalang Regency. The participants' enthusiasm reflected the vital role played by regional officials and health facilities in overseeing the implementation of accurate data collection in the field.
At the beginning of the presentation, the Head of BPS Pemalang provided the latest information regarding the 2026 Economic Census (SE2026), which is currently underway and scheduled to run until August 31, 2026. Following the SE2026 update, the presentation moved to its core topic: the Presidential mandate for BPS to develop the DTSEN. This dataset is projected to serve as the primary source for planning, implementing, and evaluating social and economic policies, ensuring that all government programs are executed in a targeted, effective, efficient, and accountable manner. In accordance with the mandate of Presidential Instruction (Inpres) Number 4 of 2025, BPS had previously—on February 20, 2025—officially handed over the results of the DTSEN development to the Minister of National Development Planning/Head of Bappenas, the Coordinating Minister for Community Empowerment, and the Minister of Social Affairs. The DTSEN plays a crucial role in various government intervention programs, ranging from the distribution of social assistance and the identification of prospective students for public schools to housing assistance programs and the selection of beneficiaries for the BPJS PBI JK (subsidized national health insurance) scheme.
Further details were provided regarding the technical aspects of establishing "Deciles" using the DTSEN—which currently utilizes 39 variables and is set to be refined to 41—as well as the strengthening of the system through Village/Urban Village Deliberation forums (*Musdes/Muskel*). The process of determining welfare status employs a Proxy Means Test (PMT) model based on machine learning technology and image-based classification methods, alongside ranking alignment using integrated administrative data from sources such as PLN (electricity), BPJS (social security/health), PBB (property tax), Samsat (vehicle registration), and BKN (civil service agency).
Concluding the briefing, the Head of BPS Pemalang Regency conveyed a key message emphasizing the importance of managing social data in collaboration with all local stakeholders. "The DTSEN is still evolving; let us mature it with honesty, refine it with integrity, and utilize it with a clear conscience. May all our efforts be regarded as an act of devotion," he stated at the end of the presentation. (lusi)
